Lynnfield Water District Announces Level 3 Water Restrictions for Residents, Expected to Remain in Effect for the Rest of the Summer

LYNNFIELD — As the summer season approaches, the Lynnfield Center Water District (LCWD) urges residents to be mindful of their water usage due to the implementation of Level 3 water restrictions. These measures, initially introduced as routine seasonal restrictions in early May, have now been elevated to Level 3, indicating a more stringent approach to water conservation. Residents are advised that the restrictions will remain in effect until further notice, likely throughout the balance of the summer.
Under Level 3 water restrictions, residents are only permitted to water their lawns and gardens from 8 p.m. on Tuesdays and Saturdays until 6 a.m. the following day. Watering during all other times is strictly prohibited. However, residents may still utilize hand-held hoses and watering cans for necessary watering activities throughout the rest of the week.
The decision to increase the water restrictions is a response to several factors, including the ongoing dry weather conditions and the significant surge in average daily water consumption experienced by the District. Superintendent John Scenna expressed concern about the 45 percent increase in average day demand witnessed during the month of May, emphasizing the need for sustainable water usage practices.
"The recent rise in water consumption is placing strain on our infrastructure, water supply, and storage capacity," stated Scenna. "If left unregulated, this trend could lead to challenges in fire suppression, system pressures, and daily operations. It is crucial that we work together to manage our outdoor water use responsibly."
Additionally, the water restrictions are influenced by permits tied to the Ipswich River Watershed. These permits utilize the streamflow level of the Ipswich River as a benchmark, which has consistently fallen below the required threshold over the past month.
The Lynnfield Center Water District adheres to a year-round watering restriction schedule mandated by the Massachusetts Department of Environmental Protection and the District's water withdrawal limits. These restrictions not only promote responsible water usage but also help ensure that the District maintains sufficient water pressure to meet potential firefighting demands. While varying levels of restrictions are implemented to allow for limited outdoor water use, LCWD aims to avoid a complete ban. However, if current trends persist, more stringent measures may be necessary. Scenna emphasized the importance of recognizing the limitations of the current water system and planning water usage accordingly throughout the upcoming months.
Scenna stated, "By making adjustments to watering cycles and cooperating with our customers, we can effectively manage the demand versus supply struggle during the summer months. It's essential to remain mindful of the situation and make an effort to adjust watering cycles, intervals, and durations."
The District's staff will continue to monitor daily water usage, Ipswich River water levels, and make necessary adjustments to the restrictions to ensure they align with supply capacity. Additionally, the staff is diligently working to expedite the Capital Improvement Program, which includes the construction of a new greensand and PFAS filter plant at the Glen Drive pumping station. Furthermore, plans are underway to establish an interconnection with Wakefield, supplementing the water system with the Massachusetts Water Resources Authority (MWRA).
In the event that further restrictions are imposed, notifications will be published on the LCWD website, and signs will be posted throughout the District. The Town of Lynnfield Emergency Management Code Red System will also be utilized to communicate any changes in the restriction status.
